Legal Question in Personal Injury in California

if my dog was bit by another dog and i signed a release with "Tom" and then my dog needed additional medical attention, can i sue the parents of "Tom" for the remaining vet bills if both "Tom and the dog live with "Tom's" parents?

It depends on if the release covers that aspect or was a general release with a CC 1542 waiver
