Legal Question in Personal Injury in California

Injured at a shopping center...

My mother was walking at a shopping center, when she tripped and fell because she did not see a section of the sidewalk ''dipped'' to street level to allow for handicap access. She sustained cuts and bruises to her face, knees, and arms, and strained some ligaments in her neck, but did not break anything, although she does have arthritis in her knees, so we do not yet know if there will be any long term effect. My question is, does she have a case, given the fact that: 1) the sidewalk was actually designed this way (i.e., her fall was not caused by negligent upkeep of the property, just a badly designed sidewalk, since the ''dip'' ran the entire width of the walkway, instead of just ramping to the street, like a driveway), and 2) her injuries were relatively minor (i.e. not that they weren't painful, but they did not result in a high monetary cost).
