If I consultated with an attorney, and he quoted me a fee, but I never retained him, can he now represent a party against me, in a different matter

Yes, unless the information you shared with the attorney can be used to his new client's advantage. If the information is irrelevant to the new case then you are no worse off going against him than you would have been against someone else and there is no reason he should be disqualified.
