Legal Repsonsibilities of Auto Auction Companies

Purchased car at public auction, found out after buying that vehicle doesn't pass safety check, no brake lights or wipers. Was told by dealer that car could not be legally offered to public in condition described, should have been a dealer only sale. Returned vehicle to site, they tried to fix problem, unsuccessfully. Offered to resale car for me for a fee or to give me half of hammer price back, a loss to me of $700. I told them this was unacceptable. They told me car was as is where is, invited me to take them to litigation if I felt compelled to do so. My contention is that they have violated state law and that I should receive either full credit for future auction purchase or full refund. I am thinking about small claims court and want your opinion on my legal standing. My other thought was to get a quote from the Volvo dealer for repairs to windshield wiper lever and costs to troubleshoot and repair brake lights and ask for that amount from the small claims judge. If they are in violation of state laws, should I attempt to get some repair quotes or will the law dictate that they fix or resolve by refunding of fees that I paid them.
