Personal Injury Liability

We were shopping in a local market and my fiance accidentally bumped into a woman. She asked for his contact and insurance information. Is he personally liable for her medical bills? We suspect fraud.

Was your fiancee wearing spiked clothing? Was he running through the mall? How do you know that the woman did not bump into your fiancee? You did not supply enough facts to give a concise answer regarding liability.
