What's protocol when a customer at a thrift store is injured (temporary pain)when a bag of gulf clubs fall on her, and there are no witnesses?

You should immediately report the injury to the store manager and ask her to report it to the person in the organization who handles such matters. The longer you wait the less likely they will believe you. But if the pain lasted only a few days and was not that bad, why waste your time on trying to get what at most will be a few hundred dollars, but will require a large amount of effort on your part.
