son hurt at ballfeild/park

My son was at a local park the other day that has a few baseball fields. Behind one of the batting areas (behind fence) he pulled a 100 pound metal cage thing with a rake sticking out the top. He sustained a mild concussion, severe to moderate bruising and anxiety about the park ( he suffers from mental disorders already). The city is dragging its feet getting the forms out of complaint.....I know our insurance will not cover this.What to do?
