Yes! All responsible parties and their insurance companies can be held to pay. It can get complex with different entities involved so you should contact an attorney.

Mr. Hughes needs to double check his law. You have not been able to sue insurance companies for accidents caused by others for over twenty years or more. You can sue YOUR OWN insurance company for wrongfully denying YOU coverage, but you cannot sue the other parties insurance companies directly at all. He is correct, however, that you can sue all responsible parties, and allegedly responsible parties, at the same time. In fact technically if you don't you open up the chance for the defendants you do sue to contest your complaint for failure to name essential parties.

If you mean someone else damaged you in an accident, you don't get to sue his insurance company[s], you sue the person[s] or entity[s] causing your damage and hope they have insurance to cover them, or assets of their own.

If you mean your own insurance company improperly denied you payment for your damages, then you could sue your insurance company for bad faith, but only one that provides coverage of that kind of damage.
