Legal Question in Real Estate Law in California

When buying a REO that has renters living in the property that are nort paying any rent fee; and the renter refuses to disclose his rental agreement to the prospective buyers since the bank is selling it with the clause that the new owners will have to deal with the renters; what are the legal obligations of the new owners?

To evict the tenants. Follow the proper procedures yourself, or hire an attorney or evection service to do it for you.
