Legal Question in Real Estate Law in California

I am going crazy. My home is a 1 bedroom. It has been refinanced 3 times since 1995. A real estate professional looked at the records for it at my request. I was shocked when they noted that the public records now show it as a 3 bedroom with 900+ feet of living area.

I have always been suspicious as no lender would provide me the survey records or any other records showing plans, etc for the house.

What records would show when this change was made and by who?

Should I take further action and are there any government agencies who will act?

It depends on whether you are in the County of San Diego, but no incorporated city, or in the actual City of San Diego itself. City or County Building and Safety would be able to get you a history and copies of all permits approved for your lot. That does not mean, however, that changes that were done were always done with a permit.
