Legal Question in Real Estate Law in California

My friend ordered a package, but never received it. She asked fedex, and they showed her that her landlady had signed the package (and showed my friend the signature that the landlady signed). However, the landlady says she is not in possession of such package and even denies ever seeing it!

So the only possibilities are: the landlady is lying and stole her package or someone else forged the signature and stole it.

What possible recourse does my friend have now?

For less than $7500 value, a small claims suit, using a copy of the FedEx paperwork.
