My condolences on your loss. Have you tried gettting and showing them a certified copy of his death certificate?

This is really a question you will want to address to the Estate Planning/Probate section, however, my guess is that you may have to file with the Probate Court and get Letters Testamentary in order to marshall his remaining assets. If the power of attorney isn't notarized, not many people are going to accept it. Very sorry for your loss.
