Can a landlord charge a tenant for repairs to a pool pump

Not if it is not in the landlord agreement. But we might need more facts on what kind of lease you have and also more information about why the pump is being replaced. Just my opinion.

Perhaps. Depends on:
1 your lease agreement
2 the nature of the relationship ( are 30 tenants using the pool or just you)
3. The nature of the repair ( did you bathing suit fall off and clog the pump)
4. Whether this was ordinary wear and tear or damage for which you have responsibility.

Sure, if it is your fault it needs repair.
If it is regular maintenance or wear, read your lease to see who is responsible.
