What are my right and what laws cover the recovery of a computer seized buy the police department?

Your rights are to defend against the criminal charges likely filed against you. If and when that case is over, you can seek a court order for return of the 'evidence' seized, if appropriate to return. If no charges are filed against you, they you can make written demand upon the PD, and if refused you can file a motion for a hearing with the court. If the property is being used as evidence in a case against someone else, you won't likely get it back until that case is over.
