Is it legal to break a rental lease if you're diagnosed with stage 4 breast and bone cancer and cannot safely handle stairs in California?

No. It may provide you a sympathy reason for the landlord to allow you out.

No. The risk of changed circumstances is almost always placed on the party whose circumstances changed. Similarly, the landlord has no right to break the lease and kick the tenant out because the landlord suddenly needs that house for health reasons, or any other.
