Is it legal for a city council candidate to campaign in a city owned building such as a senior center. Can the "manager" give permission to campaign and hand out political fliers?

Candidates campaign in public buildings all the time. Campagin rallies are held in public auditoriums, for example. As long as the City allows or disallows campaigning in any particular public building equally, there is nothing wrong with it. If the "manager" allows one candidate to do it, but not another, that would be illegal.
