Legal Question in Real Estate Law in California

I live in a neighborhood with CC&R's governed by a Home Owner Association which I pay a monthly fee to.

My neighbor has enclosed a covered porch as a permanent structure without a permit from the local goverment or our HOA. It is a dangerous structure and it needs to be removed. It also looks terrible and it is bringing down the proberty value of my house. The HOA is suppose to enforce the rules the architectual commitee has set for the neighborhood. The neighbors have finished the structure and are using it. The building is not up to code and in complete violation. What can I do as a neighbor to get the blight removed?

I guess at this point there's not much point in simply talking to the neighbor. I would start by making a complaint to the HOA. If they fail to act, you probably need to talk to the local municipality's Building and Safety Department.
