I was in the middle of a loan modification, Then the company sold my mortgage without my knowledge. Is this permissible?

I guess that means they didn't want to modify the loan. Maybe you will have better luck with your new lender. Good luck getting them on the phone.
Probably permissible.......in order to take any action against the now-former lender/note holder, you would have to have some kind of a legally-enforcible promise, such as an agreement signed by the lender. A modification process is a negotiation. Until the lender makes a written offer, there is probably nothing to which you can hold them. Indeed, as you look at it, you may have been "in the middle" of a modification, but as the lender may have seen it, it was maybe just beginning to consider what to do about your loan. Start over with the new note holder.
