Legal Question in Real Estate Law in California
For four months, owner of neighboring property has not paid agreed upon cost of electrical for their use of our well. Have tried to contact for past two week, but no response. We are carrying the cost and would like reimbursement. Cost is $125 per month for months of November 1through February 1. For previous two years, they have paid. What recourse do I have?

If you have control of the power, I'd be tempted to say turn it off for 12 hours or so when you have plenty of pressure in your tank and/or don't plan on using water because you'll be at the movies or ??? This might at least get you an inquiry as to what was going on, and thus an opportunity to discuss the bill. Sure, this is an unfriendly action, but so is going to small claims. At least, it may bring about some negotiations, and I always think negotiation is the first step in disputes between neighbors.
Well do you want to start a Hatfield McCoy thing then sue them. Shutting off their access the water is probably the quickest way to get them to talk to you and then you can discuss the situation. If that doesn't work then sue then and don't turn the water back on.
