Mortgage refi fees
I was quoted a refinance loan rate at which point I faxed in requested documents, including my credit card for a non-refundable appraisal. I was then told the rate I was quoted was no longer available and was offered a higher rate which I declined. The charged my credit card anyway for an appraisal which I never got. Do I have to pay for the fee?

If an appraisal was done and you did not receive it, you are entitled to a copy. If an appraisal was not done, and your credit card was charged, you should call your credit card company and dispute the charges. They normally reverse the charges pending the results of the investigation.
If this is not a well known lender, you should report them to the California State Dept of real estate (www.ca.gov is the main website). It may be that they are baiting and switiching prices to try and lure customers, which is illegal. You may also report them to the local Better Business Bureau and file a formal complaint with the Attorney General's office. If they still refuse to refund your money, take them to small claims court. Good luck
