Can I put a lean on my neighbors house if he refuses to share the cost of a property line fence?

Not until after you sue him, win the lawsuit, and he refuses to pay the judgment.

Liens are created by suing successfully and obtaining a final judgment which you then 'record'. That becomes a lien you can try to enforce and collect on. You'll find that he has no obligation to pay anything for a fence you install without his agreement to share costs.
