What are reasonable fees an attorney in California, would charge to file a lien, on a mobile home, in a park where the mobile home owner rents the space? And would the park be able to take possession of the home, if the lien was successful?

No one can give you that information without knowing more details about the lien you seek and the underlying nature of your problem. It is not clear whether you are seeking to file a mechanic's lien, or file a lawsuit and get a judgment lien by recording an abstract of judgment, or some other lien.
