In the state of CA, can you force a lien in a civil judgment?

I'm not sure what you mean by "force a lien." A lien is not something that you "force." Please clarify your question.
By following the rules and procedures, lien claims can be pursued in court and a judgment obtained. That is the whole purpose of the lien law.
If you are the one trying to enforce a lien, hire an attorney that knows what he is doing, since you apparently don't.
If you are the property owner with a lien, you too should hire an attorney if you think the lien is not validand you want to contest it in court. If serious about doing so, feel free to contact me.
If you have a judgment against someone, you can file a lien against them, and you can pursue their property with the lien.
