if i apply for a job at radio shack and the manager who said i got the job and asks personal questions starts texting me on a regular basis and telling me i have to go to dinner with him after the interview is that sexual harassment hes texted me calling me baby and being very strange

It is certainly inappropriate. You applied for a job, not a date. Save those texts. See if you can find out who his District manager is and contact him or her and complain about the manager. Becoming employed should never be contingent upon going to dinner with the manager nor being subjected to condescending names. If you are not happy with the response, contact an employment law attorney to discuss what your options may be.
