I was wondering if sexually suggestive jokes sent via e-mail to a person who is not affended by these jokes can be considered as sexual harrasment.

How will you know if the person would not be offended until they read the information. Once that happens, it's too late, and you are in trouble. Keep off-color jokes to yourself.

Who says they are not offended? If someone else sees them, they could be offended and make a claim. Virtually every company has a policy against such emails, and firing is the usual remedy.
