Legal Question in Sexual Harassment in California

A friend who is a massuese last week was arrested by the vice-squad for alleged prostitution and later released that night During the massage the under cover officer asked her,whether she did more then just give a massages,her answer was no,he then proceeded to place his hand on her buttocks she pushed his hand away,shortly there after the vice squad entered the room. There was no exchange of money no sexual acts performend. If i was to ask a female co-worker such questions, that would be sexual harrasement .Could she sue for sexual harrasment? What would be the distinction between me harrasing a co-worker and her being asked sexual questions by the officer. Because he wears a badge does not give him the freedom to do what we as citizens could be sued for . She has no prior records and went to shool to obtain a license to become a massuese.She was fingerprinted the whole nine yards before she was certified as a licensed massuese.Thank you and hope to have a response so she may proceed with any filings neccessary to press charges.She is willing to take a polygraph test to prove her innocence and truthfulness in this matter.

In a situation like this, it would be more along the lines of a "False Arrest." I would need more facts in order to proceed.
