Legal Question in Tax Law in California

I won a truck,the Indian casino would not give the cash equivilant & said I'm responsible for all taxes. I discovered through the California State Board of Equalization, as a gift, I am not responsible for sales(use) tax. They refuse to write a letter to the BOE stating I won the truck. I couldn't understand why they were fighting this, then I did discovered it is because they most likely are responsible for the tax,even though they are an Indian casino.. They had already convinced one bureaucrat to refuse my tax exclusion request, so I went higher up. The person currently handling this at the BOE is working to show the casino that the winner is not responsible. I plan to sell the vehicle, today is the end of my 10 day registration transfer period, so there's a lot of pressure on me. I wonder if there is a suit with punitive damages involved, along with how to force them to send a letter to the BOE awarding me my prize.

You can't sue indian casinos.
