Legal Question in Traffic Law in California

citation

I received notice of a bail increase on a traffic citation. I did not receive one in hand or on windshield. Notice was sent to an old address in CA. Phoned court to ask what it was for-told me that at airport officer suspected that I live and work in CA. Wrote citation for registration because of Oregon tag on car. This Thursday morning is the court date to dispute. How should I approach this to have it waived or dismissed?
