Collection Agency because of Ticket?

I rec'd a letter from GC Services informing me that I had an old ticket from 2004 with the Beverly Hills Municipal Court telling me I owed $335 . I paid the tix without first checking to make sure I really owed the money but they had the violation # and my DL #...recently I did some googling of the company and found out it could possibly be fraud. My question: is it policy for the courts to forward unpaid tickets to collection agencies and is this one (GC Services) really working on behalf of them?

Contact the court clerk or district attorney and report this conduct. If the company is legitimate nothing will be lost. If they company is a fraud then you will be providing a public service.
