Legal Question in Traffic Law in California

I was in a car accident that was not my fault. An officer came and took a report and a few days later I recieve a ticket in the mail and a court date. It says code 12500 unlicensed driver. I HAVE a valid arkasas license and just moved here about 5 months ago and stayed with some friends until I could find a job here. So does this mean my license is not valid here in California?? This makes no sense to me. Please help

California law requires you to obtain a California driver's license once you have moved into the state.
