Driving on suspended license, forfeiture

son in laws brother was pulled over in santa barbara, he was driving on suspended license. they are keeping vehicle (2009) that is paid for. they've decided to keep vehicle ''under forfeiture.'' any way to get the truck back. it's a third traffic offense. he turned down a one way street, unknowingly, not drunk, unfamiliar with area. just a mistake. lives in L.A. county, Santa Clarita.father purchased car. any way he can get the vehicle. his intention is to regain it and recoup loss.
