Legal Question in Traffic Law in California
If a large equipment truck drives across part of my concrete driveway to get to my neighbors house and in the process cracks the driveway could that be considered a traffic accident? If they knew they cracked it and left no information couldnt it be considered a hit and run?

I don't believe that it is a traffic accident, however, you should get their information from your neighbor, if you don't have it, and put in a claim for damages.

It is not a traffic accident or hit and run but it is certainly a trespass, if it was done without your permission. You could hold the trucking company liable for trespass and recover damages for repairing the driveway.
