Legal Question in Traffic Law in California

Radar detection of speeding

I am looking for some documentation regarding the police department's use of hand-held radar to check the speed of oncoming cars.Essentially, what is the accuracy of this method and what is the standard-of-deviation of error in miles per hour. I am trying to determine whether I can contest a ticket I received for presumably 26 miles over the speed limit. I realize that I was speeding, but believe it was closer to 20 miles over the limit.
