Legal Question in Traffic Law in California

I received a ticket for no seat belt, no insurance, and no driver lic. For one reason or another I guess I never took care of it. At the time my Lic was valid and I had insurance just not the proof with me. I forgot all about it and about 2 weeks received a notice stating I owe 1400+ for this ticket. I never received any notice til now. Is there anything that can be done to reduce the fine? I'm still at the same address as I was when I received the ticket. Is there a statue of limitation that I can help me to get this reduced to a Lower amount?

The insurance violation is expensive.. and you probably have a $300 civil assessment added on for failing to appear. There is likely a hold on your license if it isn't already now suspended for failing to appear.

Appear in court with proof of insurance, proof that your license was valid and that may help immensely. You may still be stuck with the civil assessment unless you have a valid legal excuse (you were hospitalized, deployed for the military, etc)

No - the statute of limitations doesn't apply here. There may be an attack on the civil assessment based on lack of notice, but that has some technical requirements. I'd suggest getting a traffic ticket attorney if you really want to attack this. What you spend on a lawyer may pay for what you save in any reductions.
