Legal Question in Traffic Law in California
I recently used an HOV lane when I didn't have a second occupant in California. A police officer rode past me and wagged his or her finger but did not pull me over and cite me. My question is: are they able to cite me for an HOV violation without pulling me over? Should I expect to receive a ticket in the mail or was I shown some grace in this instance?

Sounds like you caught a break. If they didn't stop you and cite you, the odds are they nothing will come of this.
