Legal Question in Traffic Law in California
If I am a resident of California and have a paraphernilia charge in Texas, will it appear on my record, or will it only show up in the state of Texas?

Sorry, but my answer is "it depends." Are you asking what will show on a background check? That depends on what database the background check is searching.
In California, a defendant in criminal court will always have their criminal history run by the DA. Will an out of state misdemeanor show up? Sometimes, but not always. Your California record check may show that you have a multistate rap sheet and if anyone wants to look further, they can then check Texas.
