I got a speeding ticket in South Dakota. Can I ask for this to be transferred to my county seat in California for adjudication?

No. California law allows a traffic ticket to be transferred within the county to the county seat, but you cannot transfer a ticket from another county or another state under those provisions. It will have to be dealt with where it occurred. California has no jurisdiction over that citation.
