Legal Question in Traffic Law in California

i was told in traffic court trials at long beach court the judge is both the judge and procecuter. no city, county,, or anyother type of prosecuter is present.. im no attorney but this seems like a confict of interest???? also they claim even though i showed proof that the california legal council had an emergency rule change about june 2015, the rule does NOT require bail just because you want to plead not guilty.. they still want $$$$ or i get a failure to apppear or judge makes enters a no contest for me and fines an inocent person who has cctv airport video showing cop is a bitch liar,,, ooops sorry jus a little mad

Judge is not supposed to act as prosecutor too, but that's the reality in majority of traffic courts, which are corrupt for that reason. You don't have to post bail if you plead guilty in person at arraignment, only if you skip arraignment and set a trial at the clerk's window.

Send letter to presiding judge and rat out the individual who claimed judge (commissioner, usually) also acts as prosecutor.
