Is an uninsured motorist automatically at fault in a motor vehicle accident, even if they didn't cause the accident?

No. The person who caused the accident is at fault. If the matter was reported to the DMV by a party or through a accident report by a officer the uninsured motorist may have a problem with the DMV. He or she will most likely be required to get insurance to keep his driver's license and possibly pay a fine.
