Power of Attorney

How does one go about getting power of attorney when the person in incapacitated? My father had a heart attack and is probably notgoing to wake. We need to get power of attorney to take care of some bills and what-not. How would I go about this?

I would ask them to crank the defibrillator up to about 300 volts.

You don't. You have to petition the court to establish a conservatorship. You are supposed to take care of these things BEFORE the person becomes incapacitated.
