Legal Question in Workers Comp in California

where to file complaint

where do i file a complaint or what area of attorney expertrise do i consult when a workers compensation insurance company refuses to accept TTD assisted phone calls for the hard of hearing/deafened/deaf claimants? I already requested assistance from the WCAB, got no assistance except they were ordered to pay $1k bad faith tactics with the phone call denials being mentioned as an example of the bad faith tactics. Ins. company rep admitted their records indicate the adjusters were advised not to take TDD phone calls from me. Is this a matter for the dept of justice, dept of insurance (who will not accept w/comp matters), a civil rights attorney? etc. etc
