Legal Question in Administrative Law in Colorado

My 19 year old daughter recently went to a cat shelter for help when her cat was giving birth. She signed a document stating that she would relinquish rights to the cat for treatment. However, At the top of that document she wrote a not that said she would retain ownership of the cat and get the cat back after treatment. Both her and office manager signed the note.

After the note was signed the receptionist used white out to remove the written note and then made a copy for their records. They did not provide my daughter with a copy. I know that is illegal.

Now 14 days later they are telling her she will not get the cat back because they called her apartment and they said she had not paid for a pet deposit.

questions : do they have a right to get in her personal affairs with the apartment complex? Is the copied document legal??

1) Probably. The shelter apparently has too much time on their hands, but nothing really prevents them from calling.

2) The document is fraudulent if changes were made after the parties affixed their signatures.

Assuming law enforcement will not help her retrieve her animal, she needs to file a civil replevin action.
