It depends on the setting.
Assuming you are talking about a generic administrative setting, the enabling statutes contain the basic rights of person appearing before an administrative board. Colorado Revised Statute 24-4-105 is the principle statute and a good place to start. Be aware, though, that individual agenices, such as the Motor Vehicle Division for Express Consent hearings, frequently have seperate, special statutory authority that define rights and procedures within the specialized type of eharing. There are also a host of regulations that, depending on the agency and type of hearing, help define rights.
