Legal Question in Criminal Law in Colorado
If one party states that he would not press charges on a minor if he admits to vandalism and repays, How do you ensure that he wont be prosecuted anyway and has just admitted to the crime.

Beyond someone's word, you can't. Whether or not to bring charges remains the sole provence of law enforcement and the DA's office.
As a practical matter, if doing so gives you a chance to avoid the juvenile justice system, do it.

The party does not have the power to press charges or dismiss charges. In this type of situation, an experienced attorney can take this offer and get a stipulated agreement that would benefit the person charged.
