I am a 16 year old student in Denver Colorado i've been in this country since i was 4 and my question is how can i become a legal resident or a natrualized citizen of the united states

You can't. Are you in the USA illegally? If so, had someone ever filed any petition with the INS or USCIS on your behalf? What is your parents' immigration status?
If the new Immigration Reform will pass and become a law, you might be able to become a lawful permanent resident. As of today, there are not many options available if you are in the USA illegally and were brought to the country illegally. (I assume some of the facts because you didn't explain your situation well).
