Legal Question in Immigration Law in Colorado

Hello a friend of mine is on an A1 visa here in the US. Why questions are: Are A1 visa holders eligible to apply for a green card if they wish to stay here in the US? Can he change his status from A1 visa to that of a permanent residency? We have heard many different answers and were about to get a lawyer but we don't want to pay for one to tell us what we already know (winner of DV Lottery, employee petitioned by an American employer/company for a Green card, marriage to a US citizen ... will get you a green card). Any help will be really appreciated. Thank you.

You already got the basic answer to your question.

To apply for a "green card" he has to be petitioned by someone or be a winner of DV Lottery.

There are a few other ways to become a permanent resident: immigrant investor, abused spouse of a US citizen or permanent resident, etc.
