i have been in the united states for 24 years and am trying to get maried but i can because i dont have an i.d and also papers what can i do

To apply for a Marriage license, you need at least a valid photo ID (could be your national passport, your State Driver license, etc). Even if illegal in USA, you are still a citizen of some country, and most likely can obtain your national passport.

In addition, you shall consult an immigration lawyer as to your ability to obtain a green card (permanent residency). Please keep in mind that it can be possible only in sone situations.

There one clear option: marriage to you (a USA citizen), and then applying for his adjustment of status (Green Card). He can become a citizen only after being a permanent resident for a certain number of years.
