What we typically see as attorneys is that when a person does not pay for a ticket in one state, then tries to get a new license in another state or renew a current license they have in another state they are informed that they must take care of the situation in the other state first. Off course this takes time because there is typically an arrest warrant that needs to be handled, then a court date needs to be arranged and the case needs to be settled. However, this still does not take care of it because the driver needs to reinstate with the DMV in the state with the unpaid ticket. This can take more time as the DMV is infamously slow.
