If a 17-year old high school student first came to the US on a tourist visa (that has since expired), what options does she have to stay to study at university?

No many, unfortunately.
First of all, she is currently living in USA illegally or out-of-status. She came on a Visitor's visa and never left. She is not allowed to attend public high school in USA as a visitor.
She has no SSN, can't apply for a driver license or student loans.
There still could be found community colleges where they accept people who are out of status. However, after graduation she won't be able to find a legal job, etc.
If she marries a US citizen, or her parents USA citizens - then she might have a chance to correct this situation and become a lawful permanent resident.
