public adjuster fees for fire dwelling

I am trying to figure out if I owe my public adjuster the 10% for the dwelling portion of my insurance claims. Connecticut law states that if the insurance company settles the full value of the policy within 30 days, the adjuster cannot collect his fee. What is the full value of the insurance policy considered to be? Is this just coverage A for dwellings or does it include personal contents and loss of use as well? Does it include other monies that kick in once you reach your policy limit?
